On 12 July 2022 the Council of the European Union adopted a decision on the accession of the EU to the Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (“the Convention”), concluded under the auspices of the Hague Conference on Private International Law on 2 July 2019.
The Convention seeks to promote access to justice globally through enhanced international judicial cooperation. The Convention will enable the recognition and enforcement of judicial decisions from the EU Member States in all contracting States and, reciprocally, from the non-EU states within the EU.
The Convention will enter into force only after 2 parties have ratified/acceded. So far Costa Rica, Israel, Russia, Ukraine, the United States and Uruguay have signed the Convention (pending ratification). The EU will be the first party to accede to the Convention. Once in force, all EU Member States (except Denmark) will be bound by the Convention.
The date of entry into force of the Convention will be published in the Official Journal of the European Union by the General Secretariat of the Council.
